As part of Harris County’s broader strategy to address the region’s economic inequality and reduce poverty that was exacerbated by the pandemic, the county is investing $20.5M from the Biden Administration’s American Rescue Plan Act (ARPA) funds to pilot Uplift Harris, a guaranteed income program. The family financial stability and income program is the first of its kind for a Texas county, but similar programs in over 60 cities and counties across the country have shown they are effective tools that deliver wide-ranging social and economic benefits for participating families and the broader community.

Despite the widespread support and need for guaranteed income across the country and here in Harris County, attacks on programs like Uplift Harris are blocking families from getting the support they deserve to make ends meet and care for their families.
